I called the mechanic, and it's definitely the other side that's seized up now, though it could be a cable rather than the calliper itself.  I'll crawl under there when I get off work today and see if I can knock it loose for the trip home.  Grrr.  This is going to be an expense that we didn't need just now.

As in parking brake cable. These things can become troublesome as a car gets older. If you do not use the parking brake daily, rust can cause it to seize.
