No, it is from a British newspaper (http://www.metro.co.uk/weird/article.html?in_article_id=36568&in_page_id=2). I just had another look at the article, and they'd changed the caption to read: A taxi, not being demolished by over-eager Swedish firemen. This picture caption will now refrain from commenting further on the notion of Swedish firemen.

I think the original author was into the Swedish firemen. There should be some sort of registered fetish for Swedish firemen. Maybe a variant on the meatballs. Mmm, Ikea. I'm hungry.
